  • all organizational work falls into a hierarchy of identifiably different levels of complexity. Complexity grows as decisionmaking involves increasing variability, greater uncertainty and longer time horizons
  • each job in the organization can be assigned to a particular level of work
  • in any organization, a layer of management is only justified when the level of work is genuinely different from the levels above and below
