Seco was set up in 1934, on the initiative of the Professors Magnel and François who taught at the universities of Ghent and Brussels respectively, by the three major professions involved in the act of building: architects, civil engineers and contractors.

Belgium wanted to organise a technical control body at the service of the entire society in order to facilitate the quality management of all types of construction projects.

Furthermore this tool made it possible to set up financial protection in the event a work were to perform badly. The control insurance allows the granting of a ten-year insurance covering the liability of all the parties involved through a single insurance policy delivered by the most belgians insurances companies.

Since the end of the Second World War this system has expanded, and preserves its financial quality as well as its relevance.

Over the years SECO has controlled over 20.000 works, and won over the confidence of both public administrations and the private sector.

Its activities spread throughout Belgium, Europe and across many countries outside Europe.

Functie-eisen

 A university degree, sufficiently related to the speciality construction or architecture;
 A thorough knowledge of the principles and rules for the certification, inspection and attestation;
 A perfect knowledge of French and a sufficient knowledge of Dutch, or vice versa, and an appropriate knowledge of English. The DG and the DCM provide a perfectly trilingual service together;
 Enough competence in the field of the organisation of services, Human Resources management, management and negotiation skills.
The DCM is an executive person, who controls the entire activity and who can contribute to the development, the preservation and the justification in society. He’s open for a continuous communication with the Board of Directors, the staff and the clients, and he aims at solutions, reconciliation and improvement of quality. He assists the DG in the analysis of the market and in the definition of the patterns of action and the short-term and long-term measures to assure the success of BCCA.
